RICHMOND, VIRGINIA -- Ann Neil Cosby, a member of the Local Government practice group at Sands Anderson Marks & Miller, was elected to the Board of the Virginia State Bar Environmental Law Section on September 18, 2008, firm president M. Pierce Rucker announced today.
"Ann Neil is a senior member of our local government team as well as our environmental law and land use teams with well-developed skills in these areas, which are key concerns for many of our clients," said Rucker. "We are pleased the Bar has chosen to include someone of her experience and integrity on their environmental section board."
Cosby focuses her local government practice on land use planning, environmental regulations and litigation. She represents private property owners and developers in zoning and regulatory matters before the Department of Environmental Quality (DEQ) and local bodies.
"Ann Neil also is a strong supporter of the Citizen's Planning Education Association of Virginia, where she frequently serves as faculty for local government staff and officials at sessions and teaches sessions on land use planning, environmental issues and related subjects," said Daniel M. Siegel, chair of the Local Government practice group at the firm. "We consider her one of our best resources to local government clients on land planning, growth management, transportation environmental regulation and litigation."
Cosby earned her bachelors degree at Virginia Commonwealth University and her J.D. at the College of William and Mary School of Law. She assists with the Central Virginia Legal Aid Society' Richmond Protective Order Project. She is also a member of Site Development Committee for Virginia Supportive Housing. She is a volunteer for the American Cancer Society and serves as Chair of the Zoning Committee for the Ginter Park Neighborhood Association.
